PM 14-06-03.
The client is eligible to receive TANF for up to 6 months without meeting the criteria in PM 14-06-01 or PM 14-06-02 above.
If the minor parent does not meet the criteria in PM 14-06-01 or PM 14-06-02 , determine
if the minor parent has already received TANF for 6 months without meeting the criteria. If they are applying for TANF for the first time or have not received TANF for 6 months without meeting that criteria, the case is eligible for TANF.
Refer the case to TPS as soon as you discover the client does not meet the live-at-home requirement, is not exempt from it, and is eligible to receive TANF for up to 6 months. Refer the case via RD&C Referral (Form 2151C). Provide a copy to the
TPS Family Community Resource Center liaison.
If the case is eligible:
- (Intake) Complete the Minor live-at-home screens.
- (Intake) Approve cash benefits.
- (Intake) Enter the following code in Item 20:
26 - Minor parent not living with parent, adult relative, or legal guardian, or in a maternity home or adult-supervised arrangement and not exempt from minor live at home policy. 6-month allowance period.
- (Intake) Enter code 688 MINOR in Item 80. Under PERSONS, enter the 4-digit date (Month/Year) that is the first regular roll month that the minor parent first received TANF without meeting the live-at-home criteria. If the
client has never received TANF, this is the first regular roll month for which the case is approved.
If the minor parent has received TANF in the past for less than 6 months without meeting the live-at-home requirement, enter as the date the month and year that the minor parent first received TANF without meeting the criteria.
Example: A minor parent applies for TANF for the first time. She does not meet the minor live-at-home policy and does not meet one of the exemptions. All other eligibility criteria are met. The case is approved regular roll for 05/04.
The worker enters:
- code 26 in Item 20 indicating that the client does not meet the minor live-at-home policy nor one of the exemptions, and
- code 688 MINOR in Item 80 with 05/04 under PERSONS.
- (IM) Complete Minor Parent Live-At-Home Verification (Form 3604).
- (IM)Revise the coding in Item 20. Enter code 26.
- (IM) If not already present, enter code 688 MINOR in Item 80. Under PERSONS, enter the 4-digit date (Month/Year) that is the regular roll month for which the change is effective.
In order to keep track of the number of months, document in the case record the actual months in which the teen parent receives TANF without meeting the live-at-home requirement.
Conduct a staffing each month on each minor parent who is receiving TANF without meeting the live-at-home requirement (i.e., each client coded 26 in Item 20). The staffing must include a representative from TPS. In addition, check on the status of
their living arrangement each time you have contact with the client.
If the minor parent has already received TANF for 6 months without meeting the live-at-home policy, do not issue cash benefits for the minor parent and child(ren).
- (Intake) Complete the Minor live-at-home screens.
- (Intake) Deny cash benefits. Use TAR 13:
You do not live with your parent/legal guardian and do not qualify for an exemption from this requirement.
- (Intake) Change the category to Medical.
- (Intake) If eligible for Medical, approve the application.
NOTE: AIS automatically enters code 99 in Item 20 of the Medical case to show that the minor and child(ren) are not eligible for cash due to failure to meet the live-at-home requirement.
- (IM) Complete Minor Parent Live-At-Home Verification (Form 3604).
- (IM) SWAP the case to Medical. Use TAR 18 to stop cash benefits:
You do not live with your parent/legal guardian and do not qualify for an exemption from this requirement.
- (IM) Enter code 99 in Item 20 of the Medical case to show that the minor and child(ren) are not eligible for cash due to failure to meet the live-at-home requirement.
