Noncitizens aged 65 yrs. old and older, who are not eligible for Federal Medicaid and are not eligible for AATV/VTTC may be eligible for State funded health benefits through HBIS.

Individuals may obtain backdated medical coverage for up to three months prior to the month of application unless the individual does not meet all eligibility requirements for one or more backdated months.
Note: NEW Enrollments in the Health Benefits for Immigrant Seniors (HBIS) program were paused for any applications dated after November 6, 2023, at 5 p.m.
