Community Outreach and Recovery Support Funding Opportunity

Funding is available for up to 14 organizations to implement the Community Outreach and Recovery Support (CORS) model. Grants will be made in amounts of up to $350,000 for the period of performance, May 1, 2024-June 30, 2025 - the period of performance includes two state funding periods. The deadline to apply for the grants is February 16, 2024, at 3:00 p.m. CST.

CORS services are to be delivered by peer support workers (PSWs) or persons with lived experiences (PLEs) and should be designed to reflect the needs of the community served. Activities include the following:

  • Outreach to individuals experiencing homelessness or housing instability
  • Peer and recovery coaching to promote recovery from OUD
  • Connections to treatment, recovery, housing, and other supports
  • Collaboration with community partners

Applicants must focus on a community and service population disproportionately affected by the opioid crisis, including high rates of fatal and nonfatal overdoses, concentrated poverty and violence, or other documented conditions contributing to negative behavioral health outcomes.

The Illinois Department of Human Services Division of Substance Use Prevention and Recovery (IDHS/SUPR) has selected a Regional Care Coordination Agency (RCCA) to administer the grants equitably across the state's seven public health regions. The source of the funding is Illinois' share of the multistate opioid settlement agreements secured by the office of Attorney General Kwame Raoul.

The RCCA, which is operated by Advocates for Human Potential, Inc., has posted the Notice of Funding Opportunity (NOFO) on the Illinois Opioid Settlements Initiative website on the Funding Opportunities page. Applications must be prepared and submitted using the online portal on the RCCA website. Interested applicants are encouraged to begin the process as soon as possible to ensure sufficient time to complete pre-qualification and pre-award requirements.
