IDHS/SUPR Funding for an Opioid Abatement Strategies Effectiveness Evaluator

Opioid Abatement Strategies Effectiveness Evaluator Funding Opportunity Funding is available for one organization to serve as the Opioid Abatement Strategies Effectiveness Evaluator (OASEE). A total of $1.5 million is available to be awarded over a period of 3 years to 1 organization. The anticipated award range is $500,000 per period of performance. The initial period of performance will cover two state fiscal years (periods of performance 4/1/24 to 6/30/24 and 7/1/24 to 6/30/25) for a total of $625,000. The deadline to apply for the grants is February 12, 2024, at 3:00 p.m. CST.

The OASEE will research the effectiveness of opioid abatement strategies approved by the Illinois Opioid Remediation Advisory Board (IORAB) on reducing opioid-related mortality and related harms. The OASEE will do the following:

  • Define data collection processes and outcome measures for each opioid abatement strategy.
  • Collect and analyze data (quantitative and/or qualitative) on programs implemented according to each opioid abatement strategy.
  • Summarize and report study findings, including outcomes, disparities, implementation barriers, and effectiveness, twice yearly.

The Illinois Department of Human Services Substance Use Prevention and Recovery (IDHS/SUPR) has selected a Regional Care Coordination Agency (RCCA) to administer the grants equitably across the state's seven public health regions. The source of the funding is Illinois' share of the multistate opioid settlement agreements secured by the office of Attorney General Kwame Raoul.

The RCCA, which is operated by Advocates for Human Potential, Inc., has posted the Notice of Funding Opportunity (NOFO) on the Illinois Opioid Settlements Initiative website on the Funding Opportunities page. Applications must be prepared and submitted using the online portal on the RCCA website. Interested applicants are encouraged to begin the process as soon as possible to ensure sufficient time to complete pre-qualification and pre-award requirements
