QUICK NOTES
- In the November 22, 2023 DDD Communication, the Division of Developmental Disabilities (DDD) announced that interested Community-Integrated Living Arrangement (CILA) providers could receive rate summary sheets via request. At this time, DDD continues to work on the rate summary sheets and will be sending them as soon as is possible.
- In the December 1, 2023 DDD Communication, DDD announced an update to the Information Bulletin regarding the supporting documentation list for the live-in caregiver exemption for Electronic Visit Verification (EVV). As an additional update, the exemption forms have been updated and are available for use.
DDD SUPPORTED EMPLOYMENT PROGRAM EXPANSION TO SODCs IN JANUARY!
Aligned with the idea that all individuals with disabilities are capable of employment, DDD is excited to share the expansion of its Supported Employment Program (SEP) to residents of Illinois' seven (7) SODCs. The structure of DDD SODC SEP will be very similar to the long-term employment supports currently available to Home and Community-Based Services (HCBS) Medicaid Waiver recipients and will allow SODC residents the opportunity to secure the services and supports necessary to sustain Competitive Integrated Employment (CIE). DDD welcomes all interested stakeholders to take part in 1 of 2 webinars designed to educate participants on the DDD SODC SEP model, including eligibility, request process, authorization, and utilization. Registration is required for the webinars (the two webinars will present the same information).

DDD TRANSFORMATION UPDATES
Choate Provider Expo:
On Saturday, December 9, 2023, Choate Mental Health and Developmental Center hosted a provider expo. The expo was a great success seeing participation from 16 provider organizations, SICCS (the local ISC agency), and 67 Choate residents in attendance. Thank you to SICCS and the providers as well as Equip for Equality, the ARC, the Self-Advocacy Alliance and the Friends of Choate for participating! Please keep an eye out for information in the New Year on provider expos at the other six (6) SODCs.
Choate Transitions:
- Individual Transitions: To date, 24 resident transitions have been completed:
- 6 transitioned to Community Integrated Living Arrangement (CILA) settings,
- 3 transitioned to their family home,
- 15 transitioned to other SODCs.
- Camera Installation: To date, 244 indoor cameras have been installed across Choate Developmental Center.
HEALTH RISK SCREENING TOOL UPDATE
Starting January 1, 2024, DDD will be able to exchange Health Risk Screening Tool (HRST) data with IntellectAbility directly. This impacts residential CILA providers in the following ways:
- Residential CILA providers will not have to manually enter in initial demographic information for new admissions. The DDD will be able to push this information to IntellectAbility on a weekly basis.
- When an individual changes agencies, the individual's historical data will be shared with the new agency.

RULE 116 SURVEYS FOR COMMUNITY DAY SERVICES
In 2018, Rule 116 (59 Illinois Administrative Code 116) was revised to allow Community Day Services (CDS) providers to utilize authorized direct support professionals (ADSPs) to pass medications. For the CDS sites that utilize ADSPs to pass medications, DDD will resume surveying CDS sites for compliance with Rule 116. Please see the Information Bulletin, Administration of Medications by Direct Support Staff in Community Day Services Programs for more guidance.
