WAG 08-04-04-p.

Reimbursements for past or future expenses, to the extent they do not exceed actual expenses and do not represent a gain or benefit to the unit, are exempt. Reimbursements for normal living expenses such as, but not limited to, rent, mortgage, personal clothing, or food eaten at home are a gain or benefit and not exempt.

Illinois Cares Rx Rebate payments are exempt reimbursements.
