PM 08-04-03: Monies Not Counted as Income

WAG 08-04-03.

Do not consider the following as income:

• Money being recouped from TANF benefits unless it is due to program noncompliance (see PM 08-04-05); or
• Money being withheld from a Supplemental Security Income (SSI) payment unless it is due to program noncompliance (see PM 08-04-05); or
• Money voluntarily or involuntarily withheld from any type of income for the purpose of repaying an overpayment from that income (does not include garnishments for repayment of debts owed, e.g., child support, taxes, etc.); or
• Child support payments received by TANF clients and forwarded to HFS, as required by Title IV-D of the Social Security Act.
