- The Division of Developmental Disabilities (DDD) has posted several DRAFT Information Bulletins (IBs). The Public Comment period is open until November 10, 2023, for the following DRAFT IBs:
- Earlier this month, the Social Security Administration announced a rate increase of 3.2% to the current Supplemental Security Income (SSI) effective January 1, 2024. DDD will be communicating information related to this increase via Information Bulletin in the very near future.
DDD DRAFT RULE 119 PUBLISHED FOR FIRST NOTICE!
DDD is thrilled to announce Draft Rule 119 (59 IAC 119) was filed with the Illinois Secretary of State and has been posted in this week's Illinois Register for First Notice today, Friday, October 27th! The public comment period will last for 45 days, from October 27 to December 11. Rule 119 outlines programmatic and certification requirements for Community Day Services/Developmental Training programs. For the first time, public comments can be made by e-mail as well as by telephone or postal mail.

ELECTRONIC VISIT VERIFICATION UPDATE
As stakeholders are aware, DDD implemented Electronic Visit Verification (EVV) for Personal Care Services (Personal Support Workers), effective September 1, 2023. Earlier this week, the Department of Healthcare and Family Services (HFS) announced the implementation of Phase two (2) of the EVV rollout. The notice can be viewed here: Provider Notice issued 10/26/2023 (illinois.gov). Phase 2 includes the requirement that all Home Healthcare Services (HHCS) be required to use EVV. For the purposes of DDD's Medicaid Waivers, these services include Skilled Nursing, Occupational Therapy, Physical Therapy, and Speech Therapy services provided in the individual's home. DDD has already started direct communication with the impacted providers in our system.
REMINDER: UNUSUAL INCIDENT REPORTING AND ABUSE & NEGLECT REPORTING FOR CHILD GROUP HOME PROVIDERS
As reflected in the Children's Residential Waiver, Child Group Home (CGH) providers must submit reports of abuse, neglect, and unusual incidents to DHS.DDDCGH@illinos.gov. The reporting requirements and processes are identified in the following IBs:
- Reporting of Unusual Incidents (Restraint/Seclusion) by Child Group Home Providers - Revised (DD.11.002)
- Reporting of Abuse & Neglect Allegations by Child Group Home Providers - Revised (DD.11.006)
- In the current Children's Residential Waiver, seclusion is not authorized. Therefore, any use of seclusion should be reported.
The timeframe to submit reports is reflected in the IBs. The Bureau of Quality Management (BQM) will continue to submit quarterly reminders of this requirement. Thanks to our CGH providers and the efforts they exert every day to assure the health and safety of individuals in their care.
