HBIS cases are processed the same as AABD Cases.
Applicants must be residents of Illinois and determined not to be eligible for other available medical benefits due to not meeting the citizen/immigration criteria as denoted in PM 03-01-00: Citizen-USCIS (U.S. Citizenship and Immigration Services) Status.
Individuals may obtain backdated medical coverage for up to three months prior to the month of application unless the individual does not meet all eligibility requirements for one or more backdated months.
Note:
When an applicant with an SSN and/or an Alien Registration Number entered on the Non-Citizen Details screen is denoted as "Undocumented", IES will throw up a pop-up message alerting the worker that denoting the individual as undocumented is inconsistent with the applicant having a SSN and/or an Alien Registration Number.
