MEETING MINUTES
Committee Members in Attendance: Mary Camper, Co-Chair, Reestablishing Hope; Jodi Martin, Co-Chair, Boys & Girls Club of Livingston County / Prairie Central; Bela Mote, Carole Robertson Center for Learning; Sylvia Puente, Latino Policy Forum; Frances Reyes, The Center for Prevention of Abuse
Committee Members Not in Attendance: Dayo Adenekan, CILA Corporations; Carlene Cardosi, Rosecrance; AJ French, Gift of Voice; Mike Inman; City of Macomb Mayor
IDHS Staff in Attendance: Kari Branham, Special Projects Administrator; Shelby Weishaar, Administrative Assistant
Meeting was called to order by Co-Chair Camper at 1:04 PM.
- Introductions/Welcome Roll Call
- Instead of roll call, attendance recorded based on the participants in the video.
- Public Comment - none received.
- Approval of Meeting Minutes: February 7, 2023
- Members present in this meeting to make a quorum were not present at the February 7 meeting. Kari will research if they are allowed to vote to approve minutes for meeting if not in attendance.
- Overview of February Meeting

- Charter was shared to all members for review and feedback.
- Member Puente relayed some of the ideas were focused around COVID. Now we are out of the Public Health Emergency.
- Co-chair Camper asks what some ways are we can identify and collect data from lessons learned when Illinoisans are being affected due to crisis in general.
- Member Puente asking if the Medicaid redetermination effect other benefit eligibility. Kari Branham to work on clarifying.
- Member Mote is there a way to better appreciate and understand issues that IDHS is working through. Want to know what is top of the list for response from IDHS so this committee can support. Partner on long term priorities and responses that come up, such as surge of asylum seekers. How is IDHS planning a response and how can this committee help.
- Request IDHS representative at each meeting to speak to committee about long term responses and current response efforts.
- Review COVID crises and AS to determine lessons learned and inform protocol for future crisis.
- Member Mote recommends additional detail in the "One Stop Shop" point.
- Co-chair Camper never had a concrete response from executive team on what their vision is for that terminology.
- Member Puente says a dashboard for various services that IDHS provides to show enrollment trends would be helpful.
- Member Reyes as far as the data and the focus around the data, it was left with IDHS staff with getting us that data and never heard back.
- Committee has not received any data from IDHS to review. Caronina was going to look into this.
- SNAP increased during COVID and were recently scaled back. Providers now see the struggle, collecting food baskets and getting them additional assistance. Is DHS collecting any data on that? Are more people applying for other benefits, etc.
- Looking at obstacles when someone might apply but are denied because of various reasons.
- Member Puente important to understanding the DHS role with the respect to provision of mental health services. Really understanding the state's response and investment around mental health.
- One role of the committee could be to identify what data is needed and who to provide it continuously for the committee.
- It must be a community response to identify gaps.
- Kari will find out when the last time IDHS divisions did customer satisfaction surveys and what data was pulled from those. If none were done, committee recommends putting protocol in place to ensure they are done.
- Co-chair Camper recommends looking at responses from community-based organizations who are grant recipients. IDHS could update policy and procedures of grants based on recommendations from survey.
- Are there mechanisms at IDHS in place where community concerns are gathered or should one of the action items of the committee to be develop a tool to gather it.
- Kari stated the first step is to identify what each IDHS division is doing.
- Co-chair Camper recommends one standardized tool.
- Committee wants to remove the holiday party topic from their list of focus.
- Want to identify the State's response to inflation, labor market, and unionization.
- Identify ways to provide compatible salary.
- Identify response for individuals working in violent areas when they face challenges such as windows being shot out.
- Approval of Committee Charge
- Member Reyes moves to approve and Member Mote seconds. Unanimously approved.
- Group Development of Committee Priorities for FY2024
- After receiving necessary information from IDHS, the committee will be able to work on the priorities.

- Member French unable to attend and asked Kari if we can set meetings for the year in advance. Shelby will send doodle poll with dates for quarterly meetings.
- Co-Chair Camper motioned to adjourn, and Member Reyes seconded. Adjourned at 2:38 PM
