CILA Rate Calculator Communication 3.10.2023
Dear CILA providers:
We are writing to provide an important update about our work on the implementation of the CILA rate calculator.
As you know, on Feb. 23, 2023, we shared our decision to pause previously announced changes in DSP hours for January-March 2023.
The previously announced parameters of the DSP hours "rate pause" will stay in place through June 30, 2023 - the end of the State Fiscal Year. We believe this will have a very positive impact on the approximately 2,000 CILAs that serve about 10,000 residents with intellectual and developmental disabilities 24/7 in Illinois.
We have been working hard to keep all other established rate increases (e.g., fringe, nursing, administration) in place, while ensuring reimbursement for DSP hours for the first quarter of the year stay equivalent to the levels funded in December 2022.
Along with these efforts, IDHS continues to examine the implications of the Guidehouse staffing tables and methodology which uses a combination of the ICAP and HRST assessments to determine funded DSP hours. This pause means the use of the ICAP and HRST staffing tables is also on pause throughJune 30, 2023.
In the coming weeks, we will continue working with experts - including providers - to ensure a clear, common understanding of the improvements ahead, and to find new ways to collaborate to minimize disruption and serve our shared missions most effectively.
Our central priority is to serve individuals with disabilities in the best possible way. We want to work together with you to ensure appropriate DSP staff hours that meet individual needs. And, of course, we understand the widespread need for more - not less, care and support for the individuals we are all here to serve.
