Questions regarding the Regional Care Coordination Agency (RCCA) Notice of Funding Opportunity will be posted here and updated every Monday with a final update on February 17, 2023. Questions should be submitted in writing to sherrine.peyton@illinois.gov Subject Line: RCCA NOFO Question. Questions can be submitted up to 5 p.m., February 16, 2023. All questions will be posted for fairness and benefit of all applicants. As much as possible, please reference the section heading and item number/letter or bullet of the NOFO when asking a question.   • Q1 In reviewing eligibility requirements for the Regional Care Coordination Agency (RCCA) NOFO- under letter c Eligibility Info, section 1 Eligible Applicants , letter d. "Applicants who receive funding or plan to apply for funding to offer treatment, prevention, and recovery services cannot apply to serve as an RCCA." Does this mean more specifically any agency/ organization currently receiving funding by SUPR is not eligible for this award?
    • A1. The RCCA will be an administrative provider who will award grants to direct-service providers. To not pose a conflict of interest, the RCCA cannot be a direct service provider of the services that they would competitively award to others. If an entity has a separate organization with its own Federal Employer Identification Number, then it can apply as a separate entity that is not funded as a SUPR provider
  • Q2. Can an agency be identified as a sub-award recipient if they are currently offering treatment, prevention, and recovery services?
    • A2 Sub-awardees are not named as part of this NOFO. Please see "Section 5. Deliverables" for information on how sub-awards/sub-recipients funding requests will be considered for approval once the RCCA is established. Once established, any current agency offering treatment, prevention, and/or new partner(s) may be eligible as a sub-award of the RCCA utilizing the process outlined in the Deliverables.
  • Q3.Is the $4M for the administrator only or is to be allocated to local grantees as well as to pay for administration?
    • A3. The $4,000,000 is for the administrative costs of program management (personnel, fringe, travel, supplies, contractual, consultant, occupancy, telecommunication, direct admin, and other) expenses as it relates to the deliverables outlined in the "Deliverables" of the NOFO. If an applicant is applying to cover the entire state, a budget may be submitted for $4,000,000. If applying to cover Bellwood Region (Cook County), one should submit a budget for $1,000,000. All other county coverage should be for $500,000 for each county proposed. Subaward funding will come from a separatee funding source but will be administered and managed by the RCCA (see Deliverables).
  • Q4. Please define the period of performance for said $4M as I am struggling to find it in the solicitation.
    • A4. A 12-month budget should be submitted for the maximum amount per region being requested to cover. For example, $4,000,000 for 12months for a state-wide award.
  • Q5. How much money will flow down from SUPR to the administrative entity and out to community-based grantee sub-recipients in the seven regions over each of the 12-month periods?
    • A5: The amount of money going from SUPR to the administrative entity and out to community-based grantee sub-recipients in the seven regions over each of the 12-month periods is dependent on many factors such as the specific region, the amount of money available, and the applicable funding strategy. It's not possible to provide a definitive answer. However, it's stated in the NOFO that the applicant should have experience in managing over $1MM+ in sub-awards, which may impact the finances of some applicants based on their bank account and credit limits. Each region may receive up to or over $15,000,000 in subaward direct service contracts a year from the RCCA.
  • Q6. How long is the span of this project?
    • A6. Currently, the project is for 1 year with a possibility of 1 year renewal.
  • Q7. Must all RCCA operations be housed in Illinois?
    • A7. No, some operations can be done remotely.
  • Q8. Is the application process electronic or paper?
    • A8. It is not a fillable electronic application. The narrative is not a fillable form, but a 15-page written document. The submission process is electronic.
  • Q9. Can a separate organization apply for funds for this opportunity?
    • A9. As stated in the NOFO, SUPR direct-service providers do not qualify for this opportunity. If an organization has an affiliate with its own EIN and is not funded for direct services, that entity can apply for funds. Review the Conflict-of-Interest information for sub-awards.
  • Q10. Can you clarify the regions and locations for the project?
  • Q11. For the three-month budget, should we budget for 25% of the total annual award for the region or 20%? For example, Bellwood (Cook County) is $1M so we would budget for $250,000 or $200,000.
    • A11: An applicant can request the maximum amount for the applicable area they are applying for to cover whatever start-up costs are necessary for FY23.
  • Q12. Does the dollar amount indicated for Bellwood (Cook County) - $1M include an amount set aside to be granted out or is that entire amount earmarked for the RCCA?
    • A12: This NOFO amount is only for the administrative costs of the contract, not sub-award dollars.
  • Q13. How much money will be granted out to subrecipients in the Bellwood (Cook County) region.
    • A13: See the answer to Q5 above.
  • Q14. Does IDHS already fund agencies in each region for service delivery? If yes, can you please provide a list?
    • A14: The RCCA is a new funding opportunity; IDHS does not currently fund any organizations to provide this service.
  • Q15. There are two deadlines in the NOFO for submitting questions - one for 5:00 pm on February 8 and one for 5:00 pm on February 16
    • A15: Questions will be answered and posted on the website up to February 16, 2023, on the website.
  • Q16: Can two organizations have separate roles in a project, with one serving as fiscal sponsor and the other as administrative provider (Neither are SUPR providers of direct services)?
    • A16: Yes, one organization would apply as the lead and contract with the other organization.
