Action Memo
Effective January 2023, the Integrated Eligibility System (IES) will perform an update to reflect the 2023 Cost of Living Adjustment (COLA) for Social Security benefits. Due to the public health emergency, IES will only update and run eligibility on long term care (LTC), Aid to the Aged, Blind, and Disabled (AABD) unmet spenddown EDG(s). IES will not update/run eligibility based on the COLA for all other Medical EDG(s).
The patient credit amounts in MMIS will be updated due to the COLA update. The 360C will also be generated and sent for the LTC and AABD unmet spenddown EDGs.
The systematic IES override established to maintain eligibility will continue to prevent the closure of currently active and newly approved medical EDG(s) as described in Policy Memo COVID-19 Pandemic Response - Update Ensuring Access to Care dated 04/14/2020.
The Illinois Department of Human Services (IDHS) will be publishing an Action Memo in the future concerning the IES 2023 SSA/SSI COLA update affecting cash and SNAP benefits.
