Home Illinois: Illinois' Plan to Prevent and End Homelessness

Home Illinois: Illinois' Plan to Prevent and End Homelessness is the State of Illinois' interagency plan to drive State investments and policy toward preventing and end homelessness across the Illinois. The Plan is updated every two years with new State commitments, and implementation reports are published annually. The Plan is organized around pillars of building affordable and permanent supportive housing, bolstering safety nets, securing financial stability, and closing the mortality gap between people experiencing homelessness and the general population. The foundational goal which infuses all pillars is racial equity and end the racial disparity that exists in homelessness. The FY25-26 documents over 125 specific State program, policy, or process commitments related to homelessness from 16 Illinois state agencies. The Plan also shared updated data on homelessness in Illinois, highlights the work of OPEH and community partners, and documents a 154% increase in State funding dedicated to homelessness from FY23 to FY25.
