The DDD Waiver Manual is intended to complement the three approved waivers. The purpose of the DDD Waiver Manual is to provide uniform direction when planning, providing and billing for waiver services within the Division of Developmental Disabilities (DDD). The information in this manual provides guidance to waiver service providers and ISC agencies contracted with the Department of Human Services (DHS).
The Division supports individuals with developmental disabilities to attain their wants, needs, and dreams through, competitive employment, making decisions, contributing to the community, ensuring health and safety and relationships with family and friends. To help accomplish this mission, the State submitted applications to and received approval from the federal Centers for Medicare and Medicaid Services (CMS) for the following three 1915 (c) Home and Community-Based Services (HCBS) waiver programs:
- Waiver for Adults with Developmental Disabilities (Adult Waiver)
- Supports Waiver for Children and Young Adults with Developmental Disabilities (Children's Support Waiver)
- Waiver for Residential Supports for Children and Young Adults with Developmental Disabilities (Children's Residential Waiver)
The Division operates these waiver programs under an Interagency Agreement with the Illinois Department of Healthcare and Family Services (HFS), which administers the Medicaid program in Illinois.
A. Priority Population for DD Waiver Services
Authorizations for DD Waiver services are established in accordance with the criteria set by the Division including:
- Individuals who are in crisis situations (homeless, abused or neglected).
- Individuals who are aging out of children's residential services funded by the Division of Developmental Disabilities.
- Individuals who are wards of the Illinois Department of Children and Family Services and are approaching the age of 22.
- Individuals who are transitioning from State-Operated Developmental Centers.
- Bogard class members, i.e., certain individuals with developmental disabilities who currently reside or previously resided in a nursing facility.
- Individuals with developmental disabilities who are transitioning from State-Operated Mental Health Centers.
- Individuals selected from PUNS.
- Individuals who are a part of a DHS Intermediate Care Facility for Individuals with Developmental Disabilities (ICF/DD) Downsizing (ICF/DD must have an Agreement with the Division).
