High Risk Youth Intervention Services Question and Answers:
February 28, 2022
- Question: Can IDHS provide an estimate for the number of youth who will be referred monthly to a HRYIS provider?
Answer: IDHS is not able to provide a true estimate at this time. Given that this is a new initiative and youth development providers are not yet identified, it is unclear how many youths may require services from HRYIS providers. It is expected that a majority of youth will be Medicaid eligible. IDHS anticipates funding up to 8 youth development providers in each service area. On average each youth development grantee will likely serve around 25 to 45 youth. It is estimated that approximately 25% may need HRYIS services. These numbers would indicate approximately 100 youth needing HRYIS services.
- Question: For youth residing outside of community area, can the YASI and case management services be performed using telehealth services? Are there requirements for community engagement/travel?
Answer: Eligible youth will be youth residing in the service area or attending school in the service area. While we can consider the provision of telehealth services, we expect that all or nearly all of the services provided will be in-person where possible and appropriate. Travel & transportation costs can be charged to the grant where appropriate and necessary for the provision of grant services.
- Question: If youth are eligible, can HRYIS grantees bill Medicaid for assessment and case management services?
Answer: Yes. It is presumed that when and where possible, grantees will bill Medicaid for eligible services etc.
- Question: Will HYRIS providers be responsible for the pre-YASI in addition to the YASI? Is there a copy of the assessment available for review?
Answer: No, they will not be responsible for conducting the pre-YASI, or other screen that would take place in a Youth Development program. The screen(s) would be conducted by the Youth Development program and serve as the basis for referral to your organization.
- Question: If the services identified in the Case plan are available to be provided by the HYRIS provider, is the grantee expected to deliver services or will these referrals be made externally by HFS?
Answer: The grantee will be expected to deliver the services where possible.

- Question: The NOFO instructs the applicant to include the following in the subject line: RVPS 444-80-2775 your agency name when submitting their grant application. Is that correct since this NOFO is for the High Risk Youth Intervention Services NOFO?
Answer: On March 2, 2022 the NOFO was corrected to read, "IDHS will ONLY accept applications submitted by electronic mail sent to DHS.ViolencePreventionServices@illinois.gov Include the following in the subject line: R-HRYIS 444-80-2776 your agency name.
- Question: The NOFO states that the Final listing of Q&A will be posted by End of Day on Friday, 2/25/2022. Is this date correct?
Answer: On March 2, 2022 the NOFO was corrected to read, "The Final listing of Q&A will be posted by End of Day on Friday, 3/25/2022."
- Question: Can an organization be an HFS Pathways Care Coordination and Support Organization (CCSO) and receive the award to perform HRYIS?
Answer: Yes, an organization can provide services for both programs.
- Question: How can I access the Technical Session recording? It appears the link on your website to the IL file transfer is not working properly.
Answer: If the link to the TA Session is not working properly, please submit an email request to DHS.ViolencePreventionServices@illinois.gov, Subject Line: R-HRYIS 22-444-80-2776 Request. The TA Session recording will be sent to you directly.

- Question: How many youth will each provider be expected to serve?
Answer: As this is a new program, it is not known at this time. Please provide in your application the number of youth you anticipate being able to serve with the resources made available.
- Question: Can YASI assessment and case management services be delivered by staff who are not licensed mental health professionals?
Answer: Yes, however, it would be preferred to have a licensed staff to manage or oversee their work.
- Question: What is the reimbursement structure for the proposed services? Is it Medicaid? Or a combination of grant based (ARPA funds) and Medicaid offset when applicable?
Answer: The latter. A combination of grant based (ARPA funds) and Medicaid offset when applicable

- Question: Is counseling provided by licensed therapists a required service for this program?
Answer: Services identified in the case plan are to be provided by the HRYIS organization. If counseling is an identified need, the HRYIS organization would provide counseling to the youth under the supervision of a licensed mental health professional. (For youth with highest needs that meet the referral threshold set by HFS, HRYIS would refer the youth to HFS.)
- Question: If a health system is seeking to apply on behalf of two Comprehensive Community Mental Health Centers (CMHC), each located in eligible Chicago Community Areas, is one application by the system acceptable, or would each CMHC have to apply under its own name in two applications for each to be considered for funding?
Answer: Yes, if the health system meets all eligibility criteria and requirements outlined in the NOFO then it would be acceptable. If not, then each organization would need to apply separately, or they could apply together as one but would need to identify which entity would be the applicant and which would be a sub-grantee. Please understand that the service areas will be assigned after funding decisions have been made but will consider the information in the applications when doing so.

- Question: Should the application narrative be submitted in a word document or a PDF? Is there a font requirement?
Answer: The complete application must be compiled in a single PDF document and submitted as directed in the NOFO. All applications must be typed on 8 1/2 x 11-inch paper using 12-point type and at 100% magnification. The NOFO does not specify the use of a particular font name. For more information on formatting and what constitutes a complete application, please refer to Sections 5 a & 5b Other Submission Requirements.
- Question: Should the attachment labels be a part of the heading or should it be separated?
Answer: The NOFO does not specify, however, the attachment labels should be clear and easily identifiable for the reader.
- Question: Should application file be zipped as a separate document for each attachment?
Answer: Please refer to Q/A #15.

- Question: Please clarify the statement in Section d. Quality - Description of Program Design and Services, part ii. The current statement appears to be incomplete.
Answer: ii. Describe how your program will ensure that all high-risk youth referred by Reimagine Youth Development (RYD) will be served.

- Question: Successful applicants MUST be rule 132 certified?
Answer: Yes, you must be certified
