The Illinois Department of Human Services (IDHS) serves as the lead agency for the State's Federal Part C Early Intervention (EI) Program.
Part C of the Individuals with Disabilities Education Act (IDEA) authorizes EI as a developmental program serving children birth to three with developmental delays, disabilities, and at-risk conditions known to cause delays. Services are determined based upon functional outcomes that focus on child development and family needs and support that address the child's developmental needs rather than medical needs.
