Policy Memo
Summary
This policy memorandum supersedes the draft policy memo, Waiver Ends: Adjustment to SNAP Interview Requirement for Initial Applications Ends 01/31/2022, in circulation for comments 12/30/2021 through 01/06/2022. The draft policy memo indicated that an interview and all mandatory verifications would be required prior to the issuance of Supplemental Nutrition Assistance Program (SNAP) benefits for all initial applications received in the Family Community Resource Center (FCRC) on 02/01/2022 and after. The policy and procedures in the draft policy memo for initial SNAP applications, including expedited applications will NOT be implemented.
Waiver Continues for Initial Applications and REDES Until Further Notice
With the increased number of COVID-19 cases within the State, the Illinois Department of Human Services (IDHS) has requested that the Food and Nutrition Service (FNS) waiver adjustment to the interview requirements continue to be allowed for all initial SNAP applications and redeterminations (REDES) until further notice. This includes applications that qualify for expedited service. This request is an effort to help FCRCs manage the increased volume in SNAP applications that are being received in the local offices and to help simplify the application process.
FCRCs Action to Take
The FCRCs should continue to follow the policy and procedures in policy memo, Adjustment to SNAP Interview Requirement Waived for Initial Applications and Redeterminations until Further Notice, dated 07/01/2021 and Adjustment to the SNAP Interview Requirement Waived When Verifications are Available Using Electronic Sources, dated 10/27/2021. The FCRCs should continue to follow the policy and procedures in these two published policy memos until further notice. A policy memo will be provided when the waiver ends.
