Persons who are identified by SSA as in Section 1619 status are eligible for Medicaid without a spenddown if they live in Illinois and apply for Medicaid. Income and assets are not counted when determining eligibility for Medicaid. A person in Section 1619 status should never be in spenddown. When you receive verification from SSA that a spenddown case is in Section 1619 status, remove the spenddown and authorize regular medical coverage.
When a client who has been receiving benefits under this program loses Section 1619 eligibility, determine continued Medicaid eligibility using MANG eligibility standards. If the client's countable income or assets are more than the income or asset limit, the client will have a spenddown.
