PM 06-06-02: Qualified Severely Impaired Individuals

The Social Security Administration (SSA) determines who is a Qualified Severely Impaired Individual. These persons qualify for Section 1619 status. Section 1619 is part of the Social Security Act. To be in Section 1619 status a person must have earned income below a certain level and receive, or have received, SSI benefits.

All income and assets of a person who qualifies under Section 1619 are exempt. You do not have to verify income or assets for a Section 1619 case, even if new income or increased earnings are reported or discovered. The person is eligible for Medicaid coverage without a spenddown amount.
