A boarder is a person who lives with others and pays a reasonable monthly amount for lodging and meals. Foster children and/or adults are considered boarders, but are treated differently (see PM 04-05-05).
A person is paying a reasonable monthly amount for lodging and meals if the payment meets one of the following standards:
At the SNAP unit's request, a person who qualifies as a boarder may be included as a member of the SNAP unit providing the board.
A person who buys meals from a unit but lives at another address is not a boarder or unit member.
