Persons who meet the definition of a boarder do not qualify for SNAP benefits as a separate SNAP household.
In IES, on the Household Individual - Questions Screen, the question, "Does anyone in your household pay room or board?" must be answered (YES), if the person meets the definition of a boarder.
Commercial Boarding Houses
Residents of a commercial boarding house, regardless of the number of residents, are not eligible to participate in SNAP. A boarding house is defined as:
- An establishment licensed as a commercial enterprise that offers meals and lodging for compensation with the intent of making a profit; or
- If located in an area without licensing requirements, a commercial establishment offering meals and lodging for compensation with the intent of making a profit.
