The following examples show how the time limit affects eligibility for different family situations.

Example 1: The family contains mother, father, her child, his child, and their child. Mother's TANF counter is 60; father's counter is under 60. There is no exception to the 60-month time limit. Mother, her child, and their child are ineligible for TANF due to the time limit, so they are excluded from the filing unit. Father and his child remain eligible for TANF.

For the month mother's counter would advance to 61, the system places the case in zero grant reason E and sends the Family Community Resource Center a batch exception message. The Family Community Resource Center must delete mother, her child, and their child and set up a Medical case for them. Take the TANF case out of zero grant and restore cash assistance for father and his child without a loss of benefits. Do not wait for the family to make a request for cash for father and his child; they remain eligible without a request.

If mother or father requests and is approved for an exception, add mother, her child, and their child back to the TANF case with father and his child. When all family members are eligible, they must be included in the same TANF case.

Example 2: The family is mother, father, and their child. Mother's counter is over 60 and father's counter is under 60. If neither parent has an exception, the family is ineligible for TANF. The case is centrally swapped to Medical.

If father or mother is approved for an exception, everyone must be included in the TANF case.

Example 3: Family contains mother, her 15 year-old son, her 16 year-old daughter, and the daughter's child. There is no exception.

When mother's counter would exceed 60, the case is centrally placed in zero grant E. Daughter and her child are eligible for TANF if daughter applies for her own case. Mother and son are eligible for Medical/FS.

Example 4: Case contains mother and her son and daughter; there is no exception. When mother's counter would exceed 60, case is centrally swapped to 94.

Mother sends the children to live with their grandmother. Grandmother may receive TANF for the children. The mother's time limit does not affect the children's eligibility if mother is not in the home.

Example 5: The family is grandma, her spouse, and 2 grandchildren. Grandma's counter is 60 or more, and her spouse's counter is under 60.

If there is no exception, system centrally deletes grandma. Family Community Resource Center must set up 94 case for her.

If grandma or spouse is approved for an exception, grandma is eligible to be included in TANF case. She is not required to be included, since she is an optional person.

Example 6: The family is mother, stepfather, and mother's 2 children. Mother has counter over 60 and an exception due to SSI application; stepfather has counter over 60 and no exception. All family members are eligible for TANF.

Mother's SSI is approved and the Family Community Resource Center deletes her from the TANF case (i.e., changes her to RPY or FS only on TANF case and sets up separate Medical case for her). Since stepfather's counter is over 60 and there is no longer an exception, he must be deleted. There is no 3-month extension, since mother had the exception and she is not in the TANF case now. Family Community Resource Center must set up a Medical case for stepfather.

The children remain eligible in a TANF RPY case because their mother is excluded from the filing unit due to receipt of SSI. Since she is ineligible for another reason, her time limit does not affect the children's eligibility.

Example 7: Family is married couple, her 16 year-old daughter, the daughter's child, and his child from a previous marriage. There is no exception for either adult. When either counter (or both) would exceed 60, the case is centrally placed in zero grant E.

If only the mother has 60+, the daughter (as an adult) and her child are eligible for TANF in their own case, and the father and his child remain eligible for TANF in the existing case. Set up a Medical case for the mother.

If only the father has 60+, the mother, her daughter, and the daughter's child remain eligible in the TANF case. Set up a Medical case for father and his son.

If both mother and father have 60+, the daughter and her child are eligible for TANF in their own case if the daughter signs an application. The others are eligible only for Medical/FS.

Example 8: Case contains married couple, her child, and his child. There is no exception for either adult. When either counter (or both) would exceed 60, the case is centrally placed in zero grant E.

If only the mother has 60+, the Family Community Resource Center must restore TANF for the father and his child without a request and without a loss of benefits. Set up a 94 case for the mother and her child.

If only the father has 60+, the Family Community Resource Center must restore TANF for the mother and her child without a request and without a loss of benefits. Set up a 94 case for the father and his child.

If both mother and father have 60+, SWAP the case to 94. If either parent has income that causes a spenddown, set up separate cases according to Medical policy.

Example 9: Case contains unmarried mother, father, their child, and her child. There is no exception. If mother's counter or both counters exceed 60, the case is centrally swapped to 94/96.

If only father's counter exceeds 60, the case is centrally placed in zero grant E. The Family Community Resource Center must restore TANF for mother and her child without a loss of benefits; no request is needed. Set up a 94/96 case for father and their child.

Example 10: Case contains 2 adults, no children. (It could be a pregnant woman and spouse case or children who are not included due to receipt of SSI.) Neither adult has an exception. If both adults have a counter of 60+, the case is centrally swapped to 94/96.

If only one adult has a 60+ counter, the case is centrally placed in zero grant E. Eligibility of the adult with a counter under 60 depends on the relationship of the adult with the 60+ counter to the otherwise eligible child(ren).

If the adult with 60+ is the legal parent of all the children, the Family Community Resource Center must SWAP the adult-only TANF case to 94/96. If the adult with 60+ is not the legal parent of all the children, the Family Community Resource Center restores TANF without a loss of benefits for the adult with under 60. Set up a 94 case for the adult with 60+.
