As part of the State Opioid Response (SOR) grant, the Illinois Department of Human Services/Division of Substance Use Prevention and Recovery (IDHS/SUPR) continues to expand recovery residences for individuals on MAT.

Four New Organizations Expanding Recovery Home Services - IDHS/SUPR is pleased to announce that four (4) programs are expanding Recovery Home services for clients with opioid use disorder (OUD). SOR funded grants were awarded to providers in Chicago and Des Plaines through a competitive bidding process (NOFO# 20-444-26-2101). These recovery home providers will expand their current recovery home or establish new recovery homes for persons with OUD who are active in MAT.

The following four (4) organizations are expanding recovery home services to include individuals with OUD on MAT:

  • Gateway Foundation, Inc., Chicago
  • Lutheran Social Services of Illinois, Des Plaines
  • McDermott Center DBA Haymarket Center, Chicago
  • Phoenix Recovery Support Services, LLC, Chicago

New Notice of Funding Opportunity (NOFO) Posted for Oxford House Expansion - The purpose of this NOFO is to expand options for recovery residences through the Oxford House Independent Living Initiative. Oxford Houses are democratically run, independent living arrangements for individuals with substance use disorder (SUD) and are extremely successful in supporting long-term abstinence and recovery, because they address many of the challenges to successful long-term recovery facing individuals with SUD.

This NOFO aims to increase access to Oxford Houses for Illinois residents with SUDs by funding two (2) Project Management Organizations (PMOs) that will be responsible for establishing five (5) Oxford Houses per year. These Oxford Houses will include residents who are on MAT for OUD. IDHS/SUPR expects that PMOs will provide fiscal management, tenancy support, recovery support, and housing development. This NOFO especially encourages applications in the central and southern regions of the state, although providers throughout the state are encouraged to apply. To be eligible, organizations must:

  • Be currently licensed by IDHS/SUPR to provide Recovery Home Services.
  • Be in good standing with the Illinois Secretary of State.

In addition, applicants must pre-qualify through the Grant Accountability and Transparency Act (GATA) at the Grantee Portal, https://www2.illinois.gov/sites/GATA/Pages/default.aspx. During pre-qualification, Dun and Bradstreet verifications are performed and include a check for Debarred and Suspended status and standing with the Illinois Secretary of State. The process also includes a financial and administrative risk assessment utilizing an Internal Control Questionnaire (ICQ). Applicants will be notified if ineligible for an award as a result of the Dun and Bradstreet verification and the corrective action necessary to become eligible.
