The 2.5 percent rate increase to all IDHS/SUPR funded substance use disorder (SUD) treatment services is effective July 1, 2019. As described in the Smart Alert issued last month (https://www.dhs.state.il.us/page.aspx?item=118316), there will be several steps to this process.

The initial processing of DARTS services for SFY 2020 took place as scheduled the week of August 12th, 2019. These services were paid at the new increased rate for SFY 2020 for all contract-funded services.

Standard rates are contained in the SFY 2020 IDHS/SUPR Contractual Policy Manual and are now on the IDHS/SUPR website at: https://www.dhs.state.il.us/page.aspx?item=29747

Organizations with individual rates will receive an Exhibit 1 with applicable DARTS unit/program numbers and corresponding rates. Organizations are responsible for reviewing Mobius reports to ensure these rates are paying correctly and that any discrepancies are reported to the IDHS/SUPR Help Desk at: DoIT.SUPRHelp@illinois.gov.

Programming is taking place at Healthcare and Family Services (HFS) for all IDHS/SUPR Medicaid fee-for-service rates. Medicaid claims will be held for approximately three weeks in order to allow for this programming to take place. Once completed, organizations will receive Provider Information Sheets, which should be reviewed to ensure all information is correct, including that all sites have a corresponding sheet. If corrections are necessary or information is missing, providers are responsible for contacting the IDHS/SUPR Help Desk at the email address above.

Please note that methadone Medicaid fee-for-service claims are not being held and will be processed and sent to HFS for payment on schedule.

HFS has sent applicable rate information to the Medicaid Managed Care Organizations (MCOs).
