Governor JB Pritzker has signed Public Act 101-0010 which includes a provision for a State Fiscal Year 2020 (SFY 2020) rate increase for Substance Use Disorder (SUD) services. The Illinois Department of Human Services, Division of Substance Use Prevention and Recovery (IDHS/SUPR) will also be providing a similar increase to prevention, recovery support, and ancillary support services that are not federal project awards. A summary of these and other budget highlights specific to IDHS/SUPR is included as an attachment to this Smart Alert.

The 2.5% rate increase to all IDHS/SUPR funded SUD treatment services is effective July 1, 2019. Additionally, the Illinois Department of Health Care and Family Services (HFS) is working with the Managed Care Organizations (MCOs) to update rates for services delivered as of July 1, 2019. Organizations are encouraged to review their contracts with the MCOs regarding rate changes.

These rate increases will also require a 2.5% adjustment to all initial SFY 2020 non-federal project awards for SUD prevention, treatment and recovery support services. Once the initial SFY 2020 awards are posted to the Illinois Office of the Comptroller website, IDHS/SUPR will begin the adjustment process by notifying funded organizations of the need for required budget revisions so that adjustments can be approved and processed by mid-to-late August with a projected completion date of mid-September. Please note that, after notification, organizations have 45 calendar days to complete their budget revisions within the IDHS Community Service Agreement (CSA). If the revision is not received by IDHS/SUPR within this time frame, IDHS/SUPR reserves the right to void the adjustment.
