The Illinois Department of Human Services/Division of Substance Use Prevention and Recovery (IDHS/SUPR) is releasing two Notice of Funding Opportunities (NOFOs) for the expansion of gambling services and the expansion of recovery homes for SFY2020.

IDHS/SUPR has allocated $1,000,000 for the expansion of recovery homes services for persons with an opioid use disorder (OUD) and is committed to admitting at least 90 unduplicated NEW recovery home clients during SFY 2020. NEW recovery home clients with OUD are those persons who satisfy all of the diagnostic and other eligibility criteria required for admission to recovery home services, have a primary substance of opioids, are currently active in some form of Medication Assisted Treatment (MAT), which includes methadone, buprenorphine or naltrexone for OUD, and have not been active in recovery home services during the 30 days prior to admission to services under this grant award.

IDHS/SUPR has allocated $600,000 to expand services to persons with gambling disorders. All applications will be considered, however, IDHS/SUPR is interested in expanding services to the Central and Southern Region (DHS Regions 3, 4 and 5). Designated programs may also apply and will be expected to expand services to persons with gambling disorders, as well as coordinate with the Illinois court system (probation, parole) and to establish a screening, assessment, and referral protocol for persons inside the criminal justice system who have problems with gambling. This NOFO is consistent with the goal of the Illinois Gambling Initiative to expand community intervention, treatment services, and recovery support to individuals and family members of persons diagnosed with a co-occurring disorder of substance use disorder and a gambling use disorder or with a gambling only problem.

  • Be currently licensed by IDHS/SUPR to provide Recovery Home Services.
  • Be in good standing with the Secretary of State.

In addition, applicants must pre-qualify through the Grants Accountability and Transparency Act (GATA) at the Grantee Portal, www.grants.illinois.gov. During pre-qualification, Dun and Bradstreet verifications are performed and include a check for Debarred and Suspended status and standing with the Secretary of State. The process also includes a financial and administrative risk assessment utilizing an Internal Control Questionnaire (ICQ). Applicants will be notified if ineligible for an award as a result of the Dun and Bradstreet verification and the corrective action necessary to become eligible.
