    The meeting was called to order at 9:06am.

    Motion: Commissioner Rick Velasquez motioned to approve the minutes for the February 20th, 2019 Planning and Grants/Executive Commission meeting. Commissioner Shelley Davis seconded the motion.
    Decision: The board approved the minutes for the February 20th, 2019 Planning and Grants/Executive Commission meeting.

    2. Detention of Youth under age 13
      Commissioner Jacobs stated that Rep. Robyn Gabel sponsored House Bill 1468 that prohibits the detention of youth under 13 in the state of Illinois. Furthermore, Ms. Jacobs reported that DHS has indicated that they will support in the implementation of this bill. She further recommended that the Commission should support data collection and efforts around this bill regardless of the outcome of the bill. Ms. Jacobs suggested creating a work group of commissioners who will help in collecting data on detention, probation, first responders, county, and law enforcement. She stated that she will ask members at the full commission to be a part of the of the work group.
    3. FY20 NOFOs
      1. Overview of submitted NOFO's
        Wendy Nussbaum stated that the Commission had received nine proposals for youth-serving programs with two of the proposals being from new sites. One proposal was from a site that was rejected last year, and the other applications were existing sites. Ms. Nussbaum reported there were four proposals for councils, and they were all from existing sites.
        Furthermore, Ms. Nussbaum stated that there were non-competitive NOFO proposals from CPRD and ICOY. She reported that ICOY wanted $100,000 additional dollars and CPRD wanted $50,000 additional dollars. Olivia Wilks reported that $40,000 of the $100,000 requested increase would be to fund the Winnebago program.
      2. Recruitment of Commissioners to Volunteer
        Lisa Jacobs asked Commissioners to volunteer to review the proposals.
        The following list was created for the commissioners that will be reviewing proposals.
        Councils: Rick Velasquez, Peg Robertson, Lisa Jacobs, Ben Roe, Olivia Wilks
        Programs: Lisa Jacobs, Shelley Davis, Julie Biehl, Peg Robertson, Olivia Wilks
        CPRD: Rick Velasquez, Judge Timberlake, Shelley Davis,
        ICOY: Judge Timberlake, Wendy Nussbaum, Julie Biehl
        Ms. Lisa Jacobs stated that she will ask commissioners at the full commission meeting to support on the review process.
      3. Scoring Instructions and Schedule
        Wendy Nussbaum stated she will distribute scoring sheets to the Commissioners that are reviewing proposals. Ms. Nussbaum explained that typically there is a meeting or call before Commissioners begin the review process to go over scoring instructions. It was agreed that the date for the call will be on Monday, April 22nd, 2019 at 10 am for 45 minutes.
        The Planning and Grants Committee discussed the application review process and the parameters of GATA. Commissioner Hill expressed his displeasure with the flawed process and the P & G Committee discussed the importance of enmeshing the procurement process and the Commission process to ensure fair and equitable funding.
        The P & G Committee scheduled a call on May 21st, 2019 at 3pm to review the scores for Youth-Serving Program proposals and a call on May 15th, 2019 at 2pm to review Juvenile Justice Council proposals.
        The Commissioners agreed that May 22nd, 2019 at 10:30 am would remain a full Commission meeting where the Commission will make final decisions on proposals. The Planning and Grants meeting will be on May 22nd, 2019 at 9am. Judge Timberlake suggested making it clear to the Commissioners that it is important to attend to ensure quorum can be met. Mr. Velasquez recommended that if no quorum is met, the Executive Committee could act on behalf of the full Commission.
  7. New Business
    1. Additional FY20 NOFOs
      Lisa Jacobs asked the Commissioners if they thought it would be a good idea to open the NOFO applications to additional NOFOS for FY20 given that they did not receive many applications for councils. Rick Velazquez recommended waiting until the Commission has reviewed the current proposals received before making any decisions.
