07.07.01 - Nepotism

Policy Statement:

To ensure that no favoritism is shown and to ensure program integrity, it is the policy of the Department of Human Services, Bureau of Subsidy Management, that employees of the Bureau of Subsidy Management, the Child Care Resource and Referral Agencies, and Site Administered Child Care Providers are not directly involved in determining eligibility or authorizing child care payments for themselves, relatives, household members, friends, or for persons for whom the employee has custodial responsibility.

Procedure:

All case actions on employees who receive child care assistance must be performed by a supervisor or an upper management staff person at the CCR&R, Site Administered Child Care Provider, or Bureau of Subsidy Management. If the staff configuration makes this difficult, contact IDHS for instructions.  CCR&R and Site staff are to mark the DHS EMPLOYEE indicator on the Parent/Guardian Info page of CCMS.  This will restrict access to the case information in CCMS to those with manager or IDHS security roles.
