02.07.02 - Provider Closeout

Policy Statement:

Payments will not be made to a provider (even if operating within a setting exempt from licensing) who has been convicted of crimes enumerated in 89 Ill. Adm. Code 385, Background Checks.

The Department will discontinue payments to license exempt child care providers when one or more findings against the provider are indicated in the Central Register.

The Department will reimburse providers for child care services provided through the effective date of cancellation for an indicated finding. The effective date of cancellation is 10 days from the date of the letter the Department or its agent sends to the provider notifying the provider that payments will no longer be made.

Procedures:

If a provider becomes ineligible after a case has been approved for child care assistance, cancel (close out) the provider and issue the parent a Request for Provider Change form.

Providers should be closed out of all cases if IDHS informs the CCR&R that the provider has been found committing fraudulent activities or other practices that has been determined should ban them from participation in the program.

CCR&Rs should make every effort to assist families in finding a new provider that is qualified to participate in the CCAP.
