Discount Prescription Drug Program Information

The Illinois Department of Human Services (IDHS) would like to thank your organization in advance for reviewing this Request for Information (RFI) and assisting the State of Illinois (State) in this effort.
The purpose of this RFI is for IDHS to ascertain information from companies that provide discount prescription drug programs. The intent is for IDHS to share information on these programs to those that use Illinois human services and particularly for those for whom Medicaid or other insurance programs are not otherwise available. We are also interested in learning about non-profit organizations that provide free guidance to select such programs but may not offer the discount program themselves.
Responses to this RFI shall include the following:
- Contact information for your organization (i.e., name, address, contact person, phone number and email).
- Specific details regarding your service:
- For Discount Drug Providers:
- Types of drugs covered (e.g. generic, name brand),
- Number of members,
- Retail chains and/or manufactures participating,
- Level of price discounts as compared with list price,
- Organization type (for profit vs. not for profit),
- Tenure of organization.
- For advisory services:
- Advisory services offered in addition to drug discount programs,
- Number of discount programs considered,
- Number/ history of referrals,
- Tenure of organization.
- Any experience your organization has in partnering with other government agencies.
Responses to this RFI shall include the following:
- Contact information for your organization (i.e., name, address, contact person, phone number and email).
- One (1) bound paper copy of your Response, one (1) electronic copy (suitable for emailing) on CD or USB device (flash drive).
Any specific questions regarding the subject matter of the RFI must be emailed to William.Strahle@Illinois.gov. Only questions emailed will be answered. All questions and answers will be posted as an addendum to the original posting on the IDHS Website.

IDHS is asking that Vendors send the information by the close of business on February 23, 2018.
This RFI does not constitute any commitment by the State to follow any particular procurement course of action. This RFI is for informational purposes only and will not result in an award of contract. The purpose of this RFI is to determine what are available for Long Term Care Medicaid applications and admissions regarding data about the financial assets. Failure to respond to the RFI does not preclude subsequent participation in any procurement process that may be developed as a result of this RFI. Any and all information provided in response to this RFI shall be considered to be the exclusive property of the State and will be kept confidential to the extent permitted by law. Any information provided in response to this RFI claimed to constitute a trade secret and/or otherwise claimed to be confidential, proprietary and/or privileged (See section 7(1)(g) of the Illinois Freedom of Information Act 5 ILCS 140/7), must be supported at the time of submission by a detailed statement and written justification, or any such claim(s) shall be deemed waived. Please be advised that the State cannot reimburse any expenses that may be associated with responding to this RFI.
