DRAFT: Rate Setting for Individuals Residing in Multi-Unit CILA Sites

Purpose

This Information Bulletin serves as a notice for the process of how the Division of Developmental Disabilities (DDD) counts capacity and calculates the CILA rates for people living in multi-unit buildings.

Process

A "Site" for CILA is defined in 59 Ill. Adm. Code 115 as: "Any living arrangement under one continuous roof in which individuals receiving CILA services live."

DDD will calculate CILA rates for people served in Intermittent CILA and those served in 24-hour CILA and living in multi-unit housing environments as follows:

* For individuals served through Intermittent CILA services, DDD will calculate the capacity of their Intermittent CILA site(s) as the total combined number of people receiving Intermittent and/or Family CILA services living in a multi-unit building.

* For individuals served through 24hour CILA or Host Family/Foster Care CILA, DDD will calculate the capacity of their CILA site(s) as the total combined number of people receiving 24hour

CILA and/or Host Family/Foster Care CILA services living in a multi-unit building.
