DASA OPIOID STATE TARGETED RESPONSE (STR) FUNDING OPPORTUNITY: RECOVERY HOME FOR PERSONS WITH OUD

IDHS/DASA recently received $16.3 million in grant funding from the Department of Health and Human Services (HHS) Substance Abuse and Mental Health Services Administration (SAMHSA) in 21st Century Cures Act authorized funding under the State Targeted Response to the Opioid Crisis Grant (Opioid STR) program. This award will support a coordinated state effort to address the opioid crisis by increasing access to treatment, reducing unmet treatment need, and reducing opioid overdose related deaths through the provision of prevention, treatment and recovery services for opioid use disorder (OUD). IDHS/DASA proposed multiple approaches to address the opioid crisis in Illinois, including two competitive funding opportunities for substance use disorder treatment services.

In response, IDHS/DASA is releasing a new Notice of Funding Opportunity (NOFO), Opioid STR-Recovery Home for Persons with OUD. IDHS/DASA has allocated $500,000 for expansion of recovery homes services for persons with OUD and is committed to admitting at least 90 unduplicated NEW recovery home clients during SFY 2018. NEW recovery home clients with OUD are those persons who satisfy all of the diagnostic and other eligibility criteria required for admission to recovery home services, have a primary substance of opioids, are currently active in some form of Medication Assisted Treatment (MAT) (e.g., Methadone Maintenance, Buprenorphine, Suboxone, or Vivitrol) for OUD, and have not been active in recovery home services during the 30 days prior to admission to services under this grant award.

  • Be currently licensed by IDHS/DASA to provide Recovery Home services;
  • Have a current SFY 2017 contract from IDHS/DASA for reimbursement of Recovery Home services;
  • Have utilized at least 90 percent of their pro-rated SFY 2017 IDHS/DASA contract as of April 30, 2017; and
  • Be in good standing with the Secretary of State.

In addition, applicants must pre-qualify through the Grants Accountability and Transparency Act (GATA) at the Grantee Portal, www.grants.illinois.gov. During pre-qualification, Dun and Bradstreet verifications are performed and include a check for Debarred and Suspended status and standing with the Secretary of State. The process also includes a financial and administrative risk assessment utilizing an Internal Control Questionnaire (ICQ). Applicants will be notified if ineligible for an award as a result of the Dun and Bradstreet verification and the corrective action necessary to become eligible.
