NOTICE OF FUNDING OPPORTUNITY (NOFO) FOR GAMBLING DISORDER SERVICES

The Illinois Department of Human Services, Division of Alcoholism and Substance Abuse (IDHS/DASA) has posted a Notice of Funding Opportunity (NOFO) for $500,000 for currently licensed substance use disorder (SUD) providers to provide gambling disorder prevention, treatment and recovery support services at http://www.dhs.state.il.us/page.aspx?item=92639. All applicants are required to provide the requested information as outlined in the NOFO to be considered for funding. Applications must be received on or before 12:00 p.m. on May 1, 2017.

Note that a separate NOFO for a Gambling Training, Technical Assistance, and Public Education/Awareness Program will be forthcoming.

Eligible applicants for this competitive funding opportunity include organizations that meet the following requirements:

  • currently licensed by IDHS/DASA,
  • in good standing with the Secretary of State, and
  • have completed the GATA pre-qualification process.

Applicant agencies will not be eligible for a grant award until they have pre-qualified through the Grant Accountability and Transparency Act (GATA) Grantee Portal, www.grants.illinois.gov. During pre-qualification, Dun and Bradstreet verifications are performed including a check of Debarred and Suspended status and good standing with the Secretary of State. The pre-qualification process also includes a financial and administrative risk assessment utilizing an Internal Controls Questionnaire (ICQ). If applicable, the agency will be notified that it is ineligible for award as a result of the Dun and Bradstreet verification. The entity will be informed of corrective action needed to become eligible for a grant award.

Please submit the completed grant proposal electronically to DHS.GrantApp@Illinois.gov, using the format indicated in the NOFO. Applications must be e-mailed.

The NOFO contains further details about the proposal and funding expectations and should provide guidance for any questions. If further clarification is needed, please direct your inquiry to the DASA Help Desk at: DHS.DASAHELP@ILLINOIS.GOV.
