Centralized Indirect Cost Rate Submission Deadline Extension

DMH received notification from the Governor's Office of Management and Budget (GOMB) that the deadline to submit a State of Illinois Centralized Indirect Cost Rate submission for grantees who received an award beginning July 1, 2016 has been extended to November 1, 2016.

For any awards issued after August 1, 2016, an indirect cost proposal or rate election must be initiated with the Centralized Indirect Cost Rate system upon notice of award, and the indirect cost rate proposal or rate election must be made no later than three (3) months after the effective date of the State award.

Even if the grantee determines that they would like to use the de minimis rate of 10% of Modified Total Direct Costs (MTDC), they still need to submit an indirect cost rate proposal in order to be reimbursed by the State of Illinois.

Providers must first register and upon completion will be allowed to complete an Internal Control Questionnaire (ICQ), which is an Administrative Risk Assessment, that must be accepted before a grantee will receive an email invitation to the Centralized Indirect Cost Rate System. If a Centralized Indirect Cost Rate submission is not made by the deadline, Grantees will not be able to bill the State of Illinois for any indirect costs associated with their grants.
