FY 2017 APPLICATION PROCESS FOR IDHS/DASA GRANT FIXED-RATE AND EXPENSE BASED AWARDS

New requirements in the Grant Accountability and Transparency Act (GATA) mandate a revised grant award process for FY 2017. The purpose of this Smart Alert is to provide some basic information about the impact of these changes on organizations that receive or will be making application for FY 2017 grant fixed-rate and/or expense based awards.

To assist in guiding you through this new application process, IDHS/DASA is sponsoring a webinar that will provide an overview of the FY 2017 grant award process. After you register, you will receive an e-mail confirmation which will include information on accessing the webinar as well as the necessary system requirements for participation.

The webinar will provide an overview of the application process and all associated documents. Further, time will be allowed for discussion and technical assistance. In preparation for the webinar, please review the following basic components of the IDHS/DASA grant award process for FY 2017:

  1. DASA is NOT required to post Notice of Funding Opportunities (NOFOs) and instead will e-mail applications to providers. Each funding agreement will require an application. If an organization had three agreements in FY 2016, there will be three applications in FY 2017.
  2. All applicants must pre-qualify for funding. The Pre-qualification portal is not yet operational. We will provide notification when it is available for applicants to login and complete the pre-qualification process.
  3. A uniform budget must be completed for all expense based awards. This form is not finalized and will be e-mailed to any applicant that requires a budget.
  4. A uniform budget is NOT required for grant fixed-rate awards. Instead, a Projected Earnings Allocation form must be completed and submitted with the application.
  5. Applicants will be notified if they do not qualify for funding due to debarment or other administrative restrictions.
  6. Applicants must specify all requested state awards on Exhibit G in order to be funded in FY 2017.
  7. Applicants that receive awards will be required to obtain, and submit annually, Single and Program Specific Audits or a Financial Statement Audit. The type of audit is determined by the amount of federal and state funding contained in the award(s).   8. Expense based awards must use their approved federal indirect cost rate; a state approved negotiated rate or a 10 percent De Minimis rate.
  9. www.Grants.Illinois.gov is now operational and lists Notice of Funding Opportunities (NOFOs).
  10. www.CFDA.gov can help applicants understand Federal standards for funding including 2 CFR 200 or other Federal standards such 45 Part 75.
