Policy Memorandum

Summary:

Effective immediately, Section 4006 of the Agricultural Act of 2014 requires a change to SNAP Utility Allowance policy.

  • For initial applications filed 3/10/14 or later, implement this change immediately.
  • SNAP units are allowed the Air Conditioning /Heating Standard if they are receiving or have received a Low Income Home Energy Assistance Program (LIHEAP) payment of $21 or more during the month of application or the past 12 months.
  • Expecting to receive a Low Income Home Energy Assistance Program (LIHEAP) payment no longer qualifies SNAP Units to receive the Air Conditioning /Heating Standard.
  • Until the SNAP question is reworded, during the eligibility interview; ask "Did you receive a Low Income Home Energy Assistance Payment (LIHEAP) of $21 or more this month or in the past 12 months?" Document the response in the case record.
  • The SNAP question will be reworded in ABE and IES with the March Release dated 3/26/14.
  • A manual release, changes to PSI and form revisions to the 683, 683B, 1893, 4764, 4765, 4891 and 2378B are forthcoming.
  • For active cases, this change will be implemented at REDE when forms and PSI are updated to collect correct information.

Who Qualifies for the SNAP Utility Allowance Based on the Receipt of LIHEAP?

SNAP units qualify for the Air Conditioning /Heating Standard ($380) if they are receiving or have received a Low Income Home Energy Assistance Program (LIHEAP) payment of $21 or more during the month of application or the past 12 months.

Initial Applications

  • For initial applications filed 3/10/14 or later, in order to determine if the SNAP unit qualifies for the Air Conditioning /Heating Standard ($380) based on receipt of LIHEAP payment(s), during the eligibility interview, ask the unit:
    • "Did you receive a Low Income Home Energy Assistance Payment (LIHEAP) of $21 or more this month or in the past 12 months?"
  • In IES, enter the unit's response, 'Yes' or 'No', in the system question that asks "Does the household receive or expect receive a Low Income Home Energy Assistance Program (LIHEAP) payment (paid through CEDA in Chicago)."
  • Document in the record the customer has indicated that they are receiving or have received a Low Income Home Energy Assistance Program (LIHEAP) payment of $21 or more during the month of application or the past 12 months.

Active Cases

  • For active cases, this change will be implemented at REDE when forms and PSI are updated to collect correct information.

System Changes

  • The SNAP question will be reworded in ABE and IES with the March Release dated 3/26/14.

Form Revisions/PSI Script  

  • A manual release, changes to PSI and form revisions to the 683, 683B, 1893, 4764, 4765, 4891 and 2378B are forthcoming.
