MR #13.15 Moving to One Fiscal Month - Eliminates Groups 4-9

Summary

  • Effective 06/13/13, only one fiscal month (calendar month from the first day of the month through the last day of the month) is used to determine eligibility and benefit amounts for Cash and SNAP.
  • The fiscal month from the 16th day of the month through 15th day of the next month is eliminated.
  • A Category 08, 00, 04, or 06 case is not assigned to Groups 4-9. All cases that previously went into these groups are assigned to Group 01, regardles of last name.
  • Benefit availability dates are revised for cases assigned to Group 01.
  • Customers in Groups 5-9 will receive their June benefits to cover the period June 16th through July 15th.
  • Effective July 2013, active SNAP and TANF cases in Groups 4-9 will be centrally converted to Group 01 on 06/13/13.  Due to an overlap in benefits customers in Groups 5-9 will only receive half their monthly benefits for the month of July that covers July 16th through July 31st.
  • Form 2807, Notice About Change in Benefit Availability Date is revised and will be centrally mailed to inform the customer of the new availability date and the adjustment in their July benefits.
  • Starting with the month of August and ongoing, benefits are issued to cover a calendar month (first day of the month through the last day of the month). 
  • Included with this release is a Flyer (pdf) Spanishflyer (pdf), FlyerClassII (pdf) FlyerClassIISpanish (pdf)to post in the FCRC informing SNAP and TANF customer affected by the change in availability dates.
  • FCRC's in Class I and Class II counties are required to use Group 01.
  • An edit in AIS, ACM, IPACS, WEB will require registration in the proper group.   If an application is pending in Group 04-09, staff must change to Group 01 prior to approval, using TA 03. 
  • A late category 94/96 REDE is no longer assigned a new availability date. The availability date will remain on the 1st of the month.
  • TA 31/TAR D1 on a 94/96 SNAP case is obsolete.
  • The date of notice on Form 1893 and Form 4893 is changed to the 4th of the month and persons using PSI can start calling the 4th.
  • Mobius Report 84660992 and 8450495-01 are modified.
  • In the near future TAR 17 (GAP) and TAR 18 (Overlap) will be obsoleted.

Effective 06/13/13, in preparation for the new Integrated Eligibility System (IES), this manual release changes policy to only use one fiscal month (calendar month from the first day of the month through the last day of the month) to determine eligibility and benefit amounts for Cash and SNAP.

Eliminates Fiscal Month 16th -15th and Groups 4-9

  • The fiscal month from the 16th of the month through the 15th day of the next month is eliminated.
  •  A case will no longer be assigned to Groups 4-9. All cases that previously went into Groups 4-9 are assigned to Group 01, regardless of last name.
  • Active cases in Groups 4-9 will be centrally converted to Group 01 on June 13, 2013 along with cases that have also been cancelled in the last three months of the time of the conversion.

Overlap in July Benefits Groups 5-9 

  • When the fiscal month changes from the 16th to the 15th to the calendar month, an overlap is created. Overlap benefits are the monthly benefit amount.
  • Customers in Groups 5-9 will receive their June benefits to cover the period June 16th through July 15th. 
  • Beginning July these customers will be in Group 01. Benefits for the month of July will be in a lesser amount due to an overlap that will be centrally issued to cover the period of July 16th through July 31st.
  • Form 2807, Notice About Change in Benefit Availability Date is revised and will be centrally mailed to inform the customer of the new availability date and the adjustment in their July benefits.  In the near future TAR 17 (Gap) and TAR 18 (overlap) will be obsoleted.
  • Starting with the month of August and ongoing, benefits are issued to cover a calendar month (first day of the month through the last day of the month). 
  • Cases in Group 04 will be moved to Group 01 but are not affected since benefits are already issued for a calendar month. Form 2807 will be mailed to inform customers about the new availability date.
  • Included with this release is a flyer (pdf) Spanishflyer (pdf), FlyerClassII (pdf) FlyerClassIISpanish (pdf) to post in the FCRC informing SNAP and TANF customer affected by the change by change in availability dates.

New Availability Dates

The chart below shows the new availability dates for cases assigned to Group 01 and are effective with July benefits.

Class I and II Counties

The system will require FCRCs in Class I and II counties to use Group 01.  The availability dates for cases in Class I and II counties are spread out by last name according to the chart above.

Other System Changes

  • A late category 94/96 REDE is no longer assigned a new availability date. If the availability date is still on the first of the month, it will remain on the 1st of the month. TA 31/TAR D1 is obsolete.
  • AIS, ACM, IPACS, and WEB, will force registration in the appropriate group and prevent use of Groups 4-9.

Pending Applications

Change the group number for any Category 08, 00, 04, or 06 application in Groups 4-9 that is approved on regular rolls in AIS, IPACS or ACM on or after 06/13/13 to Group 01.

Manual Overlap Adjustment

  • For Cash, the system adjusts for the overlap benefits issued via regular roll for both the old and new fiscal months, and if the benefit type was the same. 
  • For SNAP, the system adjusts for the overlap if the case is authorized benefits for both the old and new fiscal months, and if the category remains the same.
  • Manually compute and authorize an adjustment for any overlap benefits that are not adjusted centrally. Compute the amount of the overlap benefits owed for the new fiscal month by dividing the benefit amount for the new fiscal month by 2 and then round up. Use TA 56/TAR 18 to issue benefits. Document on the 514. The Form 552 does not show the adjusted benefit amount but the actual amount issued shows in PF6.
    • Example: Ms. J applies for TANF on 05/9/13 in Group 06. Her TANF application is pending the 30 day wait period. Ms. J is issued mercury SNAP benefits for April and May in Group 06 (16th -15th). Her TANF case is approved regular rolls effective July in Group 01 (1st to the 30th).  Due to the change in group her SNAP benefits must be manually issued as an overlap for June using TA 56/TAR 18. The full amount of Ms. J's SNAP benefits is $223. Due to the overlap, June benefits will be $112 ($223 divided by 2=$111.50 and round up to $112). 

Form 1893 & 4893 and Mobius Report Changes

  • Starting with notices issued in July, Forms 1893 and 4893 will be mailed approximately the 4th of the month (5th in July, 2013). Mobius report 84660992 is revised to reflect this change.
  • Mobius Report R 8450495-01, IM Change Notices Issued Centrally/Intake Notices Issued Centrally is revised to reflect the new Date of Change that will occur as a result of the change in availability dates.
