MR #12.17: AABD Medical Backdating

Summary:

  • Effective immediately, determine eligibility for Community AABD and Long Term Care (LTC) medical backdating (also called retroactive eligibility) using income and resources available as of the first day of each individual month that backdating is requested. Unlike policy in effect prior to this release, do not use the resource amount as of the day of decision for any backdated month. For the application month, continue to use the amount of resources on the date of decision.
  • The word "resources" replaces the word "assets" unless otherwise specified (see policy memo entitled "Resources, Income and Assets").
  • "Long term care" and "LTC" are now used as all-inclusive terms for Nursing Home (NH) cases, Supportive Living Facility (SLF) cases, and Department on Aging Home and Community Based Services (HCBS) waiver cases.
