MR #12.07: Medicaid Reform Changes and Secretary of State Residency Clearances
Summary:
This release provides additional policy to implement Medicaid Reform legislation (Public Act 96-1501) that was described in the Information Memorandum dated 3/21/11, Important News About Medical Benefits.
Proof of Illinois residency is required for medical assistance programs.
Effective 3/07/12, a new automated Secretary of State (SoS) Illinois residency clearance will be generated when an application is registered in AIS in the All Kids Unit.
Effective 3/07/12, All Kids staff will be able to run an SoS residency clearance through Option O screens in ACM to verify Illinois residency on active cases.
Effective 3/14/12, a new automated SoS Illinois residency clearance will be generated when a SNAP, cash or medical application is registered in AIS in the DHS Family Community Resource Centers (FCRCs).
Effective 3/14/12, DHS FCRC staff will be able to run an SoS residency clearance through Option O screens in ACM (or via the SmartForms clearance hot key when available) to verify Illinois residency on active cases.
The list of acceptable sources that prove Illinois residency for all programs is expanded.
The change regarding verifying income for Family Health Plans (FHPs) is delayed. Continue to accept one pay stub for earned income and one proof of unearned income to verify monthly income from each income source, rather than requesting proof of a full month's income.
Clarifies when AWVS, SAVE, SoS residency and SSA citizenship clearances are required for FHP REDES.
Medical cases that are canceled due to failure to cooperate during the renewal or REDE process may be reinstated if the client cooperates by the end of the effective month of cancellation.
