Governor Pat Quinn and the Illinois Department of Human Services are committed to increasing community care options and improving the quality of life for persons with disabilities and mental health challenges. The State's Rebalancing Initiative is a major step in reaching that goal. The rebalancing initiative outlined below is the process being used to transition individuals into the community from the Murray Developmental Center.

Five Star Quality Model
In an effort to move forward, DHS is working with the consulting firm, Community Resource Alliance (CRA), and has adopted the "Five Star Quality Model."
In order to determine the capacity of the current provider community (including licensed practitioners such as OT, PT, and psychologists) and where there are service and support gaps, as well as what supports will be necessary to assist current providers in their efforts to help achieve the overall goals of this effort, a Request for Information (RFI) informational gathering process has been developed.
