Rebalancing Initiative for State-Operated Developmental Centers

Governor Pat Quinn and the Illinois Department of Human Services are committed to increasing community care options and improving the quality of life for persons with disabilities and mental health challenges. The State's Rebalancing Initiative is a major step in reaching that goal. The rebalancing initiative outlined below is the process being used to transition individuals into the community from the Murray Developmental Center.

The following information explains the person-centered rebalancing plan and how it impacts customers, family members and service providers.

Five Star Quality Model

In an effort to move forward, DHS is working with the consulting firm, Community Resource Alliance (CRA), and has adopted the "Five Star Quality Model."
