Minutes

  1. Call to Order
    Secretary Saddler convened the meeting at 1:00 p.m.
  2. Roll Call
    Redeploy Members:  Secretary Saddler, Margie Groot, Lawrence Stasica, Paula Wolff, Erica Hughes for Jack Cutrone, Tom Bilyk, Patricia Griffith, Betsy Clarke.  Quorum present.  Redeploy Staff:  Karrie Rueter, Betsy Goulet, Danielle Donovan, Kristen Knox, Aaron Vaiden and Mary Ann Dyer.
    ISU Evaluators: Dr. Sesha Kethinini and Bethany Brown.
  3. Approval of Minutes
    September 16th minutes were reviewed and accepted. 
  4. RIOB membership update/Ethics
    Secretary discussed the current composition of the board and informed members that we are anticipating a new board member from the Illinois State Board of Education.
    Selection of a RIOB Vice Chair: Board members will be asked to email staff with suggestions for a vice-chair, indicating why the person they are nominating would be a suitable vice-chair for the RIOB. Staff will contact those board members who are nominated to determine if they are willing to serve in that capacity.
  5. Annual Report - 2011
    Erica (ICJIA) is working on a data piece for the Annual Report and Lindsay is completing a deeper audit of the arrest data with a closer look to determine if there are actual drops in arrests or changes in policies within police agencies. We are still waiting on data from DJJ. Danielle is consolidating all of the information from the sites' program plans, creating a consistent format. The information will be shared with the sites and their feedback will provide additional details about their programming. Each provider will be asked to share a success story with information about the community and youth served by RI.  FY'12 Contracts, all are in place now  for full 12 months. Overall cut was just slightly over 2%.
  6. ARRA Grant Update
    The Redeploy Expansion Grant RFP was released on November 16th. All sites that were eligible were notified of the RFP - the applications are due on December 7th. Seven Counties are eligible for funding based on their commitment data: Sangamon, Tazewell, LaSalle, Kane, Lake, Stephenson, and Kankakee.
    1. Evaluation - Progress/Issues: Presentation by Dr. Sesha Kethinini and Bethany Brown, Illinois State University Evaluators. Dr. Kethinini and Bethany have reviewed over 5,000 cases looking at data from FY'06 to '10. Following the completion of their data collection from the existing sites they will be working with Sangamon County as a non-RI comparison county. Dr. Kethinini indicated that the role of the central service provider is critical to being able to capture data in a central location. Some sites have yet to migrate data to a computerized case tracking system and are still trying to track cases on paper. In addition to working with Sangamon County as the comparison county, Dr. Kethinini and Bethany will begin conducting interviews with key stakeholders and attempt to calculate prosecution and arrest costs.
  7. RI Training, Technical Assistance and Support Contracts
    The agenda for the PBC meeting this afternoon included a review of the winning bid for the T & TA grant. If approved, YNC will coordinate all activities related to Redeploy Focused. Training and TA will be provided by Judge Payne. The development and maintenance of the Redeploy website is also a part of YNC's grant activities.

  9. Cook County
    The meeting has not yet been scheduled but hopefully in the near future it will be arranged.
