Information Memo: CN 11.09 and CN 11.10, Important News About Medical Benefits
Summary:
State law requires the following changes to eligibility verification requirements for HFS Medical Programs:
Illinois residency must be verified starting no later than July 1, 2011,
By July 1, 2011, proof of a full month's income is required to determine the eligibility of applicants for Family Health Plans (FHPs), and
By October 1, 2011, proof of a full month's income is required at redetermination to determine the continued eligibility of recipients of FHPs.
These changes are subject to federal approval; do not take any action to require the new verifications until further notice.
Effective July 1 2011, the income standard for new applicants to the All Kids program is 300% of the federal poverty level (FPL).
Children who are enrolled in All Kids Premium Levels 3 through 8 as of July 1, 2011 may remain on the program until June 30, 2012 if otherwise eligible.

, regarding the changes that affect Family Health Plans will be inserted with the April 2011 FHP medical cards and mailed to persons in unmet spenddown status and All Kids/FamilyCare Rebate cases.

regarding the changes that affect AABD or GA medical will be inserted with the April 2011 medical cards and mailed to persons in unmet spenddown status.
More information about policy and procedural changes required as a result of this legislation will be provided in the coming months. Do not take any action to implement any of these changes until further notice.
