Community College Initiative

Purpose

The purpose of the Community College Initiative (CCI) is to encourage people with disabilities to pursue college training that will enhance skills and provide for greater employment opportunities. DRS believes that up to 1,500 individuals may benefit from the initiative through the end of the ARRA funding in September 2011.

Target Population

The initiative will involve recruitment of individuals with disabilities who meet DRS eligibility requirements and who are interested in attending public community college in Illinois. The individuals may be new or existing customers attending community college, but must not have previously received VR support for college training.

Funding

DRS will waive the customer financial analysis for eligible students during the life of the initiative. The funding procedure will still take into account scholarships, grants, and awards as the first funding option (comparable benefits). DRS will award up to $2500 per academic year or $1250 per semester, less comparable benefits. While this award will not cover all the costs of attending community college it will pay a substantial portion of the cost for most students.

Limitations

CCI funding may be used for credit courses that contribute to the pusuit of a degree, certification, or other credential. CCI funding may not be used for remedial courses or non-credit courses, including general adult education, offered by public community colleges.

Post-ARRA Issues

Students who are found eligible for the VR program and funded for college training under the CCI will continue to be eligible to receive VR services. Some may no longer receive financial assistance when we no longer waive the financial analysis. Those who continue to qualify for financial assistance would have training services paid for with regular VR funds until they complete their education.
