The individuals are selected from the statewide Prioritization of Urgency of Need for Services (PUNS) database.

Funding is made available for these selections from two sources:

  1. For adults, the capacities are made available through attrition in the Waiver programs.
  2. For children, the capacities are made available through the receipt of federal Medicaid matching funds from the two children's waivers, implemented on July 1, 2007.

Once the names of the individuals are selected, letters are sent to the individuals  and their families inviting them to apply for services. In addition to these letters, each family received a checklist of things that must occur before services can be implemented.
