The DSAC has chosen two highly qualified co-chairs, Ann Ford and Art Dykstra, to lead committee's work. Ann is the executive director of Illinois Centers for Independent Living and Art is President of
Trinity Services.
Stakeholder members of the committee include:
- People who have a physical disability, a developmental disability, or a mental illness or are senior citizens.

- Representatives of organized labor.
