 If the SNAP  unit is eligible for benefits, the person sanctioned is listed on Form 552 with a special code in Item 64 and Item 80. Code income revised text in the usual manner with the sanctioned person's RIN.

Complete Form 683b. Use the person's income when determining eligibility and benefit level, but do not include the person in the number in the SNAP unit.

Case Remains Eligible

Impose the sanction using TA 31, TAR 76 to enter Item 80 code 242 FSWS. In ACM, enter the code 242 FSWS on the SANCTION INFORMATION screen, which follows the ACTIONS TO BE TAKEN screen when you enter TA 31, TAR 76. In IPACS, enter the code on PAGE 7, TANF GRANT COMPUTATION, under SANCTIONS.

  • Item 15 - Enter code 4.
  • Item 23 - Reduce the number in the SNAP unit by one.
  • Item 64 - Enter code 05 or 55.
  • Item 80 - Enter code 242 FSWS with the following fields through either ACM or IPACS:
    • 242 (under CODE);
    • RIN of the person sanctioned (under RIN);
    • 4-digit effective month/year of the action (under DATE);
    • One of the following reason codes (under RSN);
      • 01 failed or refused to report to a job referral.
      • 02 refused to accept a suitable offer of employment.
      • 03 reduced hours or quit suitable employment.
      • 04 failed or refused to report for scheduled appointment(s). Date(s) __________________.
      • 05 did not make an acceptable number of employer contacts.
      • 06 did not report to the work activity when scheduled.
      • 07 failed to maintain satisfactory attendance in training or education.
      • 08 refused to accept child care, transportation, counseling, or other services.
      • 09 used a supportive service payment for something other than the need for which it was provided.
    • Length of the sanction - 3 months (under LVL).
  • Note: When code 242 is entered, the sanction information passes to the Tracking Data Base. The sanction period is for 6 months for the 3rd or more violations. See 6-Month Sanction Needed- Iterim Procedures section below.

The system sends Notice of Change - SNAP Work Sanctions Form 157F, with the correct message based on all these entries.

Code 242 is printed on Form 552 in Item 80 with the reason under PERSONS, the 4-digit date under TOTAL COST, the RIN above the reason and date, and the length of sanction under SUP BY. The code and field also appear on page 2 of the ACID clearance.

6 Month Sanction Needed - Interim Procedure

Currently the system is programmed to only allow entry of a 3 month sanction, regardless of the number of violations. The HSC must determine if it is a first, second or third violation. Use the information in the Food Stamp Work Sanction Inquiry System (PF 13).

Until system changes are complete, if a SNAP customer should be sanctioned for 6 months:

  1.  process a 3 month sanction.
  2. Set a control and after the 3 months, manually enter the SNAP work sanction coding for the additional 3 months sanction. See WAG 03-15-08-b.  
  3. Suppress the central notice on both transactions and manually send Form 157F, Notice of Change SNAP Work Sanction with the correct sanction period information.
  4. The system will continue to pass the 3 month sanction information to the Tracking Data Base.

Case No Longer Eligible

Cancel the case using TA 22, TAR 98. Entry of Item 80 code 242 information is required with this TAR and the sanction information passes to the Tracking Data Base.

  • Item 80 - Enter code 242 FSWS with the following fields through either ACM or IPACS:
    • 242 (under CODE);
    • RIN of the person sanctioned (under RIN);
