Use the RD&C Referral (Form 2151C) to refer TANF clients who are identified as potentially having an alcohol or substance abuse problem to their MCO (if they have one) or a licensed treatment provider. The MCO or treatment provider determines if
the client actually has an alcohol or substance abuse problem and, if so, works with the client to address the problem. In offices with onsite co-located substance abuse providers, the RD&C referral is made to that provider to determine if the client
has an alcohol or substance abuse problem.
