PM 21-02-06-a.
Identify clients who could benefit from Work First at REDE or when you have other contact with the client.
Before you refer the client, be sure the case is active, the client is unemployed, and the client has cooperated with any sanction that may be active.
If 2 adults are listed for a case and both are unemployed, allow the clients to choose who will participate in Work First and who will continue with another activity.
