The Department has arranged with outside agencies and organizations to provide work and training activity and/or job placement services for TANF clients who meet certain criteria. These agencies and organizations are called service providers. The services they provide vary, based on the program under which the contract or agreement is funded. Local agencies that provide substance abuse, mental health, and other services to clients without a formal agreement with the Department are also called service providers.

If the client meets the criteria for referral to a service provider who has an opening, refer the client to the service provider to determine and/or manage the client's activity.

Availability of service providers varies throughout the state. The criteria used to select clients for referral to a service provider varies by program and provider. Each Family Community Resource Center establishes and distributes to workers the specific criteria needed to make proper referrals to local service providers.

Priority for referrals is:

  1. 06 cases.
  2. Clients who have used 48 months or more of their 60-month lifetime limit.
  3. Clients with no earnings.
  4. Clients working under 30 hours per week.

Do not refer a client to more than one service provider who provides work and training activity and/or job placement services at the same time. A client may be referred to a service provider who provides work and training activities and/or job placement services and a service provider who provides substance abuse, mental health, and other services at the same time. A client with multiple barriers may be referred to 2 different service providers that provide substance abuse, mental health, or other services at the same time.

Supportive Services

Make sure the client has the supportive services they need to keep the referral appointment. Issue payment for transportation and child care, if needed. At the appointment, the service provider determines ongoing needs and either notifies the FCRC to provide payment or issues the payment under their contract.

Referral Liaison

Each Family Community Resource Center administrator names a person to serve as the Referral Liaison. The liaison establishes a working relationship directly with the providers. The liaison receives referrals from workers, forwards them to providers, and keeps track of the providers' responses and follow-up communication. The liaison also maintains a record of available slots, referral criteria, activity manager codes, and all other information related to the referral process.
